		<description>if the parents are going to retain any rights, they need to also have some responsibilities.  Sadly, our legal system does a poor job of realizing the need for this balance.  </description>

		<description>These kids have been abused by their birth family.  Who on earth thinks it is a good idea to keep having these kids visiting with parents that have done that to the kid?   Yes, it is a wonderful shortcut for the judge, who should have insisted on progress far sooner, and the agency that doesn&#039;t want to do all the paperwork for a TPR.  It is a terrible idea for the kids, yet another not great part of fos-adopt that allows judges and agencies to not do their jobs in a timely fashion.&lt;br /&gt;

Kids who have been abused need the bad guys to be totally out of their lives for a while, before they can begin to feel any kind of saftey.  The last thing they need is for the abuser parents to continue to have some kind of court ordered rights to the child.  I have adopted four older kids from foster care, all abused.  This is an idea that has to be no-go, for the kid&#039;s peace of mind.&lt;br /&gt;

It is easy to see how the agency would sell it to the fos-adopt family.  &#039;Well, we could take a delay of another year or two and do the TPR, or we could start the adoption in just a few weeks, what would you like to do?&#039;  A bad deal is a bad deal, insist on the TPR and no parental rights for the abusers.</description>
